Uruguay's workplace safety framework (Law No. 5,032 of 1914, complemented by Decree 291/007 implementing ILO Convention No. 155) requires employers to keep a first-aid kit and personnel trained to use it (Decree 406/988, art. 32), with no fixed numeric first-aider ratio. Law 18,360 additionally requires AEDs and CPR training in covered establishments.
Act 18,360 and Decree 330/009 apply to all institutions, including private Early Childhood Centres regulated by INAU, and require at least 50% of staff to be trained in first aid and basic CPR by an authorized institution. Training must be renewed every two years, and online courses are accepted.
Uruguay's Penal Code (Law 9.155 of 1934), art. 332 "Omisión de asistencia", penalizes anyone who through negligence fails to render assistance to, and notify the authorities of, a person who is unconscious, injured, buried, or in a life-threatening situation. The duty extends to abandoned or lost children under ten and to persons unable to fend for themselves.
In Uruguay the Colegio de Enfermeras del Uruguay (CEDU) represents nursing and practice is carried out under the Ministry of Public Health (MSP), where keeping competencies current — including basic life support and CPR — is an expected professional duty. No continuing-education credit requirement or formal periodic recertification is confirmed for general nursing, and the expectation is met by any recognized continuing-education activity such as CPR/AED, ACLS or PALS.
Long-stay establishments for older adults (ELEPEM) and elderly residential homes, governed by Ley 17.066, must have staff able to provide first aid and CPR until medical help arrives. The caregiver occupation is unregulated, so a recognized, up-to-date certificate — reinforced by Ley 18.360's workplace first-aid requirement — is the way to meet the standard, renewed periodically.
Uruguay's Programa de Acogimiento Familiar (Familia Amiga) is a national INAU initiative with its own Reglamento de Acogimiento Familiar, under which families are assessed, trained and supported by the INAU technical team. No rule expressly requires a first-aid certificate, but current first-aid and CPR training is commonly expected for the daily care of a minor and should be kept current.
Online CPR and first aid training is recognized in Uruguay: Decree 291/007 requires prevention training without prescribing a format, while the hands-on first-aid component stays in person (grey zone: accepted). Certification is valid for 3 years and the content is built on the ILCOR 2025 Consensus on Science.
